How should we run the lottery?

Hello all,
We ran the lottery this week and had a grand total of 3 people sign up! (which is terrible).
I wanted to take a poll of what people think is best on how to run it or if we should even continue to run it.
Im trying to keep the feel that the lottery is a gamble, but I dont wanna crush a persons wallet over it, and make them want to come back.
